The roof of my mouth is very flat and dentures will not stay in?

I have tried all of the OTC paste glues and have found that powder glue is the best but I am going to get new dentures and want to know if there is any thing out there that will help me besides implants II am not interested. where could I find the state of the art in dentures that doest cost a million dollars
