What you are describing is a tribal council. The term "Indian chief is kind of a misnomer as a Chief was only a chief as long as the tribe allowed. Also there wasn't really one head chief. Unfortunately that was the last truly working democracy in America. The founding fathers took a pretty good shot at it but it was ruined by politicians who figured out they could change the rules to suit them. (check out the 27th amendment for starters.) The house and senate were supposed to be something like you described but that did not work so well. We call our selves a democracy but we still work for the ruling cl. Try not paying your taxes if you want an example. I love America but things need to change somehow. It's a great Idea you have but the ruling cl, (politicians) would never let you implement it.
