How can I get remibursed or file suite for a direct PayPal Transaction where the seller never sent my item?

In all honesty, with PayPal I do not think you can get reimbursed. I tried a part-time job and they took out some money from my account using PayPal and I was not able to get it back, not a good thing, but a learning lesson.
