Starting a fraternity and which one to choose?

Im attending a 2 year community college next year and there is no greek life and would like to start one, i mean its be pretty awesome to be the founder of a frat even if it is a small backwoods community college. so what is the process to start one? and which ones should i try to contact? i know most of them have stuff they stand for and do community service projects. but are there any frats like animal house where all they do is drink? haha thanks any info you could provide would be apreciated.
