Can Mayor Daley shut down Midway or O'Hare like he did with Meigs Field Airport?

Since Chicago Mayor, Richard M. Daley, had the political power to shut down Meigs Field Airport, does he have the political power to shut down Chicago Midway Int. Airport or Chicago O'Hare Int. Airport, since they are both in the Chicago city limits?
